Three weeks, no reply, and chasing again feels pointless.
I sent a proposal for [WHAT] to [WHO] [HOW LONG] ago and heard nothing. Write a short message that gives them an easy, face-saving way to tell me it is dead, and an equally easy way to restart it. Under 70 words. Do not ask if they had a chance to review it.
